Karen - sorry I hit the answered button. In response to your question about Cerner and APIs there is no mandate yet for providers to have FHIR APIs - that doesn't happen until 12/31/22.

Current HIPAA requirements are the following:

Privacy Rule requires a CE to provide access to an individual to PHI in the form and format requested, if readily producible in that form / format, and if not then in a readable hard copy form, or other form / format agreed to by the individual.If the individual requests electronic access and the CE maintains the PHI electronically, then the CE must provide them with access to the information in the requested form and format etc.

Keep in mind the HIPAA rule being discussed is proposed. Not final.
